Václav is a graduate of Charles University Faculty of Law and Advance Healthcare Management Institute. His entire professional career has been devoted to the organization and financing of healthcare. Since 2003, he represented the Czech Republic in the Technical Commission for Data Processing, where he was involved in the introduction of the European Health Insurance Card. During the Czech Presidency of the Council of the EU in 2009, he also chaired this Commission. Since 2014, he was a member of the top management of the health insurance company, where he was responsible for health and reimbursement policy, and for several years, he was also a member of the National Steering Board for the introduction of the CZ-DRG. Last year, he founded EFCARE, a consulting and service organization that focuses on improving efficiency in healthcare delivery and implementing disease management programmes.
